| DESALINATION PLANT GETS THE GO AHEAD |

There
has been much controversy concerning the construction of the new
Desalination Plant in Torrevieja, and a number of residents are
intrigued as to what might happen next.
The site of the large Desalination Plant is in an area to the South of
Torrevieja, near Los Balcones, and seems ideal for such an operation.
The project has been managed by water company 'Aguas de las Cuencas
Mediterráneas' (Acuamed), under instruction from the Ministry for the
Environment. If the plant was not built there, it is likely that the
land
would have eventually been purchased by developers to build more
housing or commercial premises. Instead, the creation of the plant will
seek to provide millions of people with a guaranteed water supply.
However, the construction of the plant has been halted for over a
month, due to what is believed to have been a 'positive conflict of
interests'. The Conselleria for Territory And Housing of the
Generalitat de Valencia felt that the plant may have detrimental
effects on the environment and that the project was breaking national
environmental regulations. In March, the Valencian Government imposed a
regional ban on any more work being done to the plant until further
investigations were carried out. Their complaint was lodged with
Central Government in Madrid, for presentation to the Constitutional
Court.
Last week the Valencian Government's allegations were presented to the
Court, who have ordered that construction should proceed as planned.
However, reports claim that no final conclusion has been reached in
relation to Valencia's concerns over a breach in environmental
legislation. The Environment Minister, Cristina Narbona, spoke
positively of the desalination plant, commenting that it will guarantee
the drinking water supply of 2.3 million people, whilst supplying
irrigation water to 6 thousand farmers, throughout Murcia and Alicante.
Acuamed gave instruction to its operatives to recommence construction
work the following day.
Meanwhile, in a previous announcement the Environment Minister revealed
an ambitious plan to introduce a new system of detecting water in the
Segura Basin. The Russian strategy, known as 'Remote Thermal
Technology', has been adopted by the Segura Water Authority and is
aimed at detecting subterranean water resources. The dynamic technology
is based upon satellite imagery, and is powerful enough to detect water
sources up to a depth of four kilometres below the earth's surface.
Antonio Serrano, the General Secretary for the Ministry of Territory
and Biodiversity, showed a great deal of enthusiasm for the project. He
said that it would be used to provide the Authority with additional
information, rather than revealing any amazing discoveries. Serrano
highlighted more precision on the water table's location, depth and
volume, as the focus areas of the scheme.
